dictionary.com states: happy (adjective): 1. feeling, showing, or expressing joy; pleased. 2. willing: I'd be happy to show you around. 3. causing joy or gladness. A great majority of the European words for "happy" at first meant "lucky." An exception is Welsh, where the word used first meant "wise."

Being happy is a choice. You might say that you will be happy once things around you make you happy. That is conditional and giving up your power. Choose to be happy regardless of what is going on around you, and the circumstances around you will eventually change. You don't find and get happiness from outside of you, it is made from within you. Choose to be happy. If you find it difficult to be happy, then at least say to yourself, "I am willing to choose to be happy."
